John Doolittle easily reclaimed his seat in the House Tuesday, apparently winning about two-thirds of the vote in California's fourth representative district. With 33 percent of precincts reporting, Doolittle had 67 percent over Democrat David Winters' 33 percent. Doolittle, a California native who was first elected to the House in 1991, and has risen to its leading ranks, helping him easily best Winters, an Auburn resident who switched parties last year after becoming disgruntled with Doolittle's policies. But Winters has yet to meet Doolittle, who has not shown up at a single candidate forum, and that's making it hard for Winters to generate much traction. "The Placer County Republican Party has a full-size cutout of him," Winters said. "That's the only thing I've seen of John. My experience with campaigning against Doolittle is that there is no campaign. It amazes me." The problem is that Winters' campaign can't get off the ground without press attention, and as long as Doolittle skips candidate forums and debates, the press won't show up. Winters has yet to raise enough money even to meet the reporting requirement. "Am I angry?" he said. "Yes." But Robinson said Doolittle is not unavailable to voters. He was in the Sacramento area last week and will return next week for a mix of official and campaign business. The projected revenue reduction in 2004 as a result of the 2003 tax cuts is $135 billion - yet the thriftiest of the Democratic platforms calls for $170 billion in new spending. That¹s $35 billion more dollars in the hole that Democrats want to spend. The Democrats aren¹t going to balance the budget so much as they are going to bust right through it! One thing¹s for sure, if Democrats were doing the math, a "balanced budget" would never add up. However, this type of community service has traditionally been undertaken by groups like the Boy Scouts, civic clubs, and churches, rather than federally-paid "volunteers." In the past, AmeriCorps participants have also been found working at McDonald's, babysitting, participating in political rallies, putting on puppet shows, and sewing a quilt - all the while being paid by taxpayers. Advocates like former President Clinton, Senator McCain, and the New York Times want funding increased for this liberal endeavor before Congress adjourns for the year. In the coming weeks, watch for the Democrats to turn up the heat on President Bush and the Republicans in a desperate effort to sway public sentiment. Wacky Doesn't Like the 9th U.S Circuit Court (Surprise!!!) The most liberal court in the land ruled to delay the recall election on the grounds that voting machines in California were not fit for an accurate election. This baseless ruling is ironic considering that the very machines that are apparently too inadequate to recall Governor Davis were good enough to elect him last November. The radical ruling from this runaway court should come as no surprise. Wacky's Ego and the "Doolittle Water Plan" I recognize that our region's water needs are inseparably linked to Sacramento's flood protection, and I have fought for years to ensure that our region's water supply is adequately addressed. The passage of this bill is a tremendous accomplishment toward that goal. This measure contains funds for water management projects including $85 million for Placer and El Dorado Counties, $25 million for the Klamath River Basin, $25 million for Nevada, Sierra, Plumas, Lassen, and Butte Counties, and $66 million to construct a permanent bridge downstream of Folsom Dam. Chickenhawk Doolitte and Patriotism While Democrats defend their patriotic right to hurl horribly outlandish rhetoric at our Commander in Chief, they can't seem to muster the patriotism to support our troops and congratulate them for fighting the quickest, most successful war in history. Rather than give our soldiers the tools they need to continue to fight the incredibly successful war on terror, Democrats prefer to accuse the Administration of treachery and treason - and their accusations become more baseless and outrageous each time they open their mouths! Wacky and His Pals Votes for Backstreet Abortions Yesterday, in a party-line vote, Republicans in the House voted to ban gruesome and cruel partial birth abortions. This measure prohibits the disgusting procedure in which a living baby is partially delivered outside the body of the mother before being killed and the delivery completed. Over the past five Congresses, the House has repeatedly voted to ban this gross and unnecessary act, only to have it vetoed twice by President Clinton. Finally, after more than a decade of adversity, we have a president who will answer the cries of the unborn and sign this legislation into law. The ban on partial birth abortions could be on President Bush's desk as early as next week if Senator Boxer and her fellow liberals choose to listen to the American people and take up this legislation. Once signed, this legislation would be the first direct, national restriction on any method of abortion since the Supreme Court legalized abortion on demand in 1973. Wacky Notices Terrorism, But His Terrorists are his Political Enemies This summer, the Earth Liberation Front - a group of radicals masquerading as concerned environmentalists - torched luxury homes under construction in Southern California, turning the site into nothing more than charred sticks. In August, they turned an unfinished 206-unit apartment complex in San Diego into a massive bonfire, destroying $50 million worth of property and making it the single largest act of property destruction ever committed by this type of terrorist group in the history of the country. Wacky Eye Stealing Our Social Security Just Like The Surplus (Think His Contributors are Happy?) One of the hottest issues on Capitol Hill, and one that is sure to take center stage in the upcoming 2004 presidential elections, is what to do with one of the largest government programs in the world when it starts to run a deficit in 15 years. Social Security is the largest tax paid by the average American working family. However, this 68-year-old program must be drastically changed in order to ensure millions of the elderly continue receiving their retirement income after 2018. With Republicans and President Bush pushing for privatization of investments and real choice for Americans, Democrats have repeatedly blasted these bold, innovative and credible ideas with harsh criticism and evasive answers. When asked about their plan, Democrats on both the Hill and the campaign trail avoid all real answers and simply criticize Republicans. Edward Kennedy set off the dispute by suggesting in an interview Thursday with the Associated Press that the conflict in Iraq was "a fraud." "There was no imminent threat," Kennedy said. "This was made up in Texas, announced in January to the Republican leadership that the war was going to take place and was going to be good politically." DeLay fired back yesterday, questioning why Democrats "have spewed more hateful rhetoric at President Bush than they ever did at Saddam Hussein." "I call on all the vociferous Democrat critics, from [Massachusetts Sen. John F.] Kerry to [former Vermont governor Howard] Dean and from [Sen. "Are they leaders or are they just liberal pundits?" Kerry, who is running for president, rallied to Kennedy's defense. "Tom DeLay is a bully," Kerry said. "He tried to bully Democrats in Texas and we're not going to accept his shrill partisan attacks or allow him to suggest that patriotism belongs to one political party."

"I'm not here all the time and I'm not trying to fool you into thinking I am," said Doolittle, who resides with his family in Washington, D.C., when not in recess and does not come home on the weekends. "Because I'm very open about it, that allows my critics to get into that. You know, you elected me to be your representative to go to Washington. And I'm not gonna try and even begin to pretend that I'm back here like some local county supervisor, state senator or something, going to all these things. That's not why you elected me and that's not my vision for the job." While his literal presence in the district may be minimal, many believe his political presence in Placer County is great in the form of federal monies brought back to the district and personal endorsements and monetary support for such local elected officials as Lincoln mayor Primo Santini; former Roseville mayor and current Placer County supervisor Bill Santucci; and supervisor candidates Bruce Krantz and Alice Dowdin, who is currently a member of the Auburn City Council. Wacky Doolittle still pushing for Auburn Dam project now called "Doolittle Water Plan" In what he called the "Doolittle Water Plan," Rep. John Doolittle, R-Rocklin, told a contingent of local business people he has not abandoned Auburn Dam. "I have never given up on Auburn Dam," the congressmen told a gathering of chamber members from Rocklin, Lincoln and Roseville. "I fully believe we will see Auburn Dam built." Doolittle appeared Tuesday at a special luncheon at the Sunset Whitney Country Club in Rocklin to update chamber members on developments, issues and events affecting the local region. The congressman said he has agreed to a compromise with Rep. Robert Matsui, D-Sacramento, and Rep. Doug Ose, R-Sacramento to a plan calling for raising Folsom Dam by seven feet and providing a new bridge crossing to replace the road over the dam. Doolitte and Matsui have sparred for years over differing views on flood control and construction of a multipurpose Auburn Dam. Doolittle is seeking funding for Auburn Dam and Matsiu is seeking funds to raise Folsom Dam, which would include the bridge. The bridge would be located downstream from Folsom Dan and would handle the 18,000 vehicles a day that have been moved onto other streets since terrorism concerns shut down Folsom Dam Road over the bridge in February. Estimated cost of the bridge is $66 million, with $36 million included in the core-funding plan to raise Folsom Dam. Wacky Doolittle Only Fires Off His Mouth in Anger? JUNE 11, 2003 Once a rebel, Rep. Doolittle now wields influence in GOP caucus By Jonathan E. Kaplan Archconservative and anti-establishment lawmakers who want to win a seat at the House Republican leadership table might ask Rep. John Doolittle (R-Calif.) how to go about turning their passion into power. Doolittle, the unwavering conservative who is secretary of the House Republican Conference, has no formal power other than to take notes at the Wednesday-morning conference sessions. "They say influence is political power, is access to information and to the decision makers," Doolittle told The Hill. Although the 52-year-old lawyer and former Mormon missionary has bucked both Republican and Democratic leaders during his seven terms in the House, he has a practical streak also that allowed him to win a seat in the House leadership structure. In 1995, he was one of four House Republicans to create the Conservative Action Team, a group formed after then-Speaker Newt Gingrich (R-Ga.) abolished the Republican Study Committee - along with other caucuses - in early 1995. Elected to the seat of retiring GOP Rep. Norm Shumway in 1990, Doolittle was part of the "Gang of Seven," which comprised seven freshmen lawmakers who helped expose the House check-kiting and post office scandals. "John is less pragmatic than many members," said fellow Californian Rep. Bob Matsui (D). "On the other hand, you can work with him. But I always know it is always going to be very difficult." Doolittle, who also sits on the Appropriations Committee, has been pragmatic enough, so that those who aspire to leadership positions can learn from him. The first lesson is to aim low. With a small whip team led by House Administration Chairman Bob Ney (Ohio), Doolittle moved quickly to get commitments and wrap up the race for GOP Conference secretary before it even started. Reps. J.D. Hayworth (Ariz.) and Jim Ryun (Kan.), on the other hand, challenged the then-GOP Conference vice chairwoman, Deborah Pryce (Ohio), who had more seniority and a wider network of allies in the caucus. Pryce taught both men a lesson in their race for conference chair. The second lesson both could learn from Doolittle - as well as others, such as Reps. John Shadegg (Ariz.) and Rob Portman (Ohio), who GOP insiders say want to win an elected leadership position - is to find a patron. But not just any patron. Lawmakers, not surprisingly, need Majority Leader Tom DeLay (R-Texas) on their side. In fact, he and Doolittle are so close that Democrats tried to tag the 106th Congress as the "Do little and delay" Congress. Is it helpful to have DeLay in your corner? "You bet it is," Doolittle exclaimed. "I don't know of anyone he's been actively opposed to Š [who wouldn't] have a tough time getting elected. That's different than saying he was organizing the elections. I believe that was not the case. Doolittle was countering suspicions among rank-and-file Republicans that DeLay's invisible hand was working on behalf of his slate of candidates - Majority Whip Roy Blunt (Mo.), National Republican Congressional Committee Chairman Tom Reynolds (N.Y.) and Pryce. Now, Doolittle is a regular attendee at the Tuesday afternoon leadership meeting, where he says he "may have an idea about something to do that is important and bring that up, and that may advance the idea in the eyes of the others." ![]() A leadership aide close to Doolittle said that Speaker J. Dennis Hastert (R-Ill.) values Doolittle's advice: If he is unhappy about a specific issue, then 30 to 40 other caucus members are probably unhappy as well. Doolittle's campaign finance reform bill, which calls for instant disclosure of contributions 60 to 90 days before an election, is now the official position of the party conference. GOP sources said he also pressed House leaders to stop legislation granting refundable tax credits to those excluded in the recently passed tax bill. And having won his first two elections by narrow margins before his district was made more Republican by redistricting, Doolittle is using his leadership position to help freshman lawmakers maximize the powers of their congressional office. In more personal ways, too, Doolittle has become more closely identified with the establishment he at one time disdained. Unlike many lawmakers, Doolittle lives in Washington with his family. He and a few other lawmakers are also testing prototype offices that afford a level of privacy. His Rayburn office building is not cluttered with papers with his aides working on top of each other. The office is well lighted, with open spaces, ergonomically correct chairs and computer monitors with flat screens - the kind of office that reflects a lawmaker's comfort with the institution. It is difficult in these times to distinguish when a member of the U.S House of Representatives is a lousy one. Fortunately, we have John Doolittle to set a standard as the low end. So far in the 108th Congress, Doolittle has sponsored 6 pieces of legislation. This is coming from a congressman who has been in Washington for a dozen years and is the 6th highest ranking Republican in the House.

For George W. Bush, the race has begun to escape comparisons to Herbert Hoover. With more than two million jobs having disappeared since Mr. Bush took office in January 2001, he finds himself in danger of becoming the first president since Hoover to oversee a decline in the country's employment. Economists disagree on how much blame, if any, Mr. Bush deserves for the long slump, but even White House aides view the economy as one of the only big threats to his re-election campaign.
